Stacy L. Rowh

P.E., M.Eng., President

Stacy is a registered professional engineer in the state of Texas with almost 25 years of experience in the design & construction of flexible pavements. She received a Bachelor of Science in civil engineering and Master of Engineering in civil engineering from Texas A&M University.  She started her career as a research engineer at the Texas A&M Transportation Institute & went on to be the technical director for one of the largest family-owned asphalt paving contractors/producers in the state of Texas.  Stacy’s experience covers a wide variety of projects, including: pavement forensics, pavement thickness and mix designs, stabilization designs, product testing/development, and the development of pavement recycling procedures and specifications.  Stacy is also heavily involved with the Associated General Contractors (AGC) and the Texas Asphalt Pavement Association (TxAPA), where she serves as the committee chair for the Professional Engineering Services Committee and is a committee member for the Specification Committee, which played a critical role in partnering with the AGC & the Texas Department of Transportation (TxDOT) in the review and revisions for the 2024 TxDOT Spec Book.  She is also a member of a smaller, sub-committee that worked to create TxAPA’s Item 341M Municipal Dense-Graded Hot-Mix Asphalt specification with the goal of creating a more unified specification for municipalities.

Nathali Parker

Business Development Advisor

After receiving her Bachelor of Science from Texas State, where she was also a Division I track and field athlete, Nathali moved to New York City as the Construction Project Manager for an Italian investment bank in order to build out their U.S. headquarters.  From there, her work took her to Los Angeles and back to Texas, where her qualifications include 20+ years of business development expertise including sales, project management, product development, training, media branding, production, and marketing.  Nathali is also one of the charter members of the Women of Asphalt Texas Branch and served as the TxAPA’s Committee Chair for the Women of Asphalt, where she was instrumental in working with TxAPA, the AGC, and TxDOT in the development of the www.WeBuildTexasRoads.com program, bringing awareness to the many opportunities in our ever-growing industry.  Additionally, Nathali serves as the Chairwoman for Governor Greg Abbott’s Commission for Women, whose mission is to help make Texas the number one state for women-owned businesses.

Ryan Pryor

Vice President

Ryan earned his Bachelor of Arts in Communications with a minor in Business Management from Baylor University, where he also played on the Division I basketball team.  Ryan went on to tour as a golf professional on the Nike and Adam’s Tight Lies Tours before starting his 20-year career in business development, which has included sales, product development, corporate training, and management.  Ryan is also the Vice President for KLP Construction Supply, where he not only leads KLP’s sales team, but he also has been instrumental in building and maintaining relationships with state and local agencies, manufacturers, and contractors across the state and country.  Ryan is also heavily involved with both the AGC and TxAPA, where he serves on several committees.  He has served as both the Vice-Chair & Chair of the Associate Member Committee and is also the Events Chair for the Quality Paving and New Technology Committee.
